When GIS Moves Beyond Mapping

Most people think GIS is about making maps. In reality, the most valuable GIS work happens when spatial analysis supports real decisions. This lab focused on a practical problem faced by many communities: how to identify open-space parcels inside flood-prone areas that may qualify for FEMA Community Rating System (CRS) credits and potentially reduce flood insurance costs.

What makes this exercise meaningful is that it mirrors real public-sector workflows. The process requires combining flood hazard data, land-cover information, and parcel records into one defensible result. It is less about visual presentation and more about building a reliable analytical story — one that could stand up during a review or funding discussion.


Understanding the Problem Before the Analysis

The central idea behind the project is simple but powerful. Floodplain land that remains open and undeveloped helps reduce flood impacts by allowing water to spread naturally instead of damaging structures. Because of this, FEMA’s CRS program encourages communities to document and preserve eligible open space.

The challenge is that open space is not automatically obvious just by looking at a map. Floodplain boundaries alone are not enough. Parcel ownership, impervious surface conditions, and eligibility rules all need to be analyzed together before a parcel can be considered for credit. This requires a workflow that gradually refines the data from broad hazard layers into parcel-level results that decision-makers can actually use.

Working with Flood Hazard Data

The analysis begins by bringing in national flood hazard information and focusing on Special Flood Hazard Areas (SFHA). These areas represent locations with a 1% annual chance of flooding, often referred to as the 100-year floodplain.

From a practical perspective, this part of the workflow reminds us that hazard data is often too large and too general when first loaded into a GIS project. The flood layer contains massive geographic coverage, but the analysis needs to focus only on the local area of interest. Clipping the data to the study area dramatically improves performance and clarity.

More importantly, narrowing the dataset helps establish discipline in analysis. Rather than asking the software to process everything, the analyst defines a clear boundary of concern — a small decision that improves both speed and data integrity.

Flood zones are not all treated equally under CRS guidelines. Some designations qualify for open-space credit, while others do not. Reclassifying the data allows the analysis to highlight only the categories relevant to the program.

During this portion of the lab, a common GIS challenge appeared. The Extract by Mask tool failed because the input dataset was an image service rather than a true local raster. ArcGIS Pro cannot process certain tools directly against service layers. The solution was to export the service locally and rerun the analysis.

This moment is important from a professional standpoint. GIS analysis rarely runs perfectly the first time. Data format issues, service limitations, and processing constraints are part of daily work. Learning how to diagnose and fix these problems builds real operational skill — especially in production environments where timelines matter.

Converting Raster Logic into Parcel-Level Meaning

Once floodplain and impervious surfaces are filtered, the analysis needs to translate raster information into something planners and administrators can use: parcels.

Using zonal statistics, raster values are summarized within each parcel boundary. This converts thousands of pixels into a single measurable value tied to ownership and land-use data.

This transition is one of the most significant conceptual shifts in the workflow. Raster analysis captures environmental patterns, but policy decisions happen at the parcel or asset level. GIS acts as the bridge between environmental reality and administrative structure.


Applying Conservative Estimation — The Importance of Credibility

One of the strongest parts of this lab is its emphasis on conservative analysis. Rather than assuming the data is perfect, an accuracy factor of 0.85 is applied based on the NLCD impervious surface dataset. This adjustment acknowledges uncertainty and ensures that open-space acreage is not overestimated.

From a governance perspective, this matters a lot. Overestimating acreage could create compliance problems later. Conservative estimates build trust with reviewers and reduce the risk of rejection during CRS evaluation.

The values are also converted into acres, aligning the results with FEMA reporting standards. This reinforces a key principle in GIS work: technical outputs must always match operational requirements.

Bringing the Data Together

At this stage, the analysis contains multiple outputs — parcel data, raster-derived calculations, and CRS attributes. The final challenge is integration.

Joining datasets ensures that all relevant information exists in one table, allowing each parcel to carry its ownership data, land-use type, calculated open-space acreage, and eligibility details in a single record.

This phase is often underestimated, but it is where GIS projects either succeed or fail. Without clean joins and organized attributes, the final layer becomes difficult to explain or defend. A strong GIS workflow ends with clarity, not complexity.

The finished product is a clean parcel layer containing only parcels eligible for Open Space Preservation credit. Each record includes measurable acreage values and supporting attributes required for FEMA CRS review.

This output is not just a map layer — it is an operational dataset. It can support applications for flood insurance discounts, guide planning conversations, and help organizations prioritize preservation strategies.
